PHILADELPHIA — As Philadelphia prepares to host the highly anticipated 2024 presidential debate, residents and visitors should be aware of traffic disruptions and road closures. The city has announced comprehensive plans to manage traffic and ensure public safety during the event, scheduled for Tuesday, September 10, 2024, at 9 p.m. ET. Enhanced Public Safety Measures
The City of Philadelphia has been diligently preparing for the General Election in November, collaborating with city, state, and federal partners. Following the announcement of Philadelphia as the presidential debate location in early August, the Philadelphia Police Department (PPD) and the Office of Emergency Management intensified their planning. Their primary focus is to maintain safety and security throughout the city during this significant event.
To achieve this, the PPD will deploy a substantial number of officers to manage traffic, control crowds, and maintain public order in the vicinity of the National Constitution Center and throughout Philadelphia. These strategic adjustments will ensure that police services remain at a high standard for all Philadelphia residents, even with the debate underway.
On Tuesday, the City’s Emergency Operations Center will be activated. This central hub, managed by the Office of Emergency Management, will facilitate real-time coordination between various agencies. This unified approach ensures efficient decision-making and a comprehensive overview of operations for all departments involved in the response.
It is also important to note that FAA regulations are in effect, prohibiting the use of unauthorized drones over crowds. Anyone observing drone activity should report the location and operator description to the nearest public safety official immediately.
Road Closure and Parking Restriction Details
Significant road closures and parking restrictions will be implemented, affecting both vehicle and pedestrian traffic. Public transportation routes will also experience detours. Rolling street closures are possible as needed.
Weekend Preparations: Saturday, September 7 – Monday, September 9
Starting Saturday, September 7, the area surrounding the National Constitution Center will see increased traffic and temporary lane closures. These measures are necessary as preparations for the debate commence and continue throughout the weekend.
Debate Day and Aftermath: Tuesday, September 10 – Wednesday, September 11
From early Tuesday, September 10, extensive street closures will be in effect from Arch to Market Streets, and between 4th and 7th Streets. Crucially, access will be maintained for vehicular and pedestrian traffic on 4th Street and Market Street. The 6th Street exit from eastbound I-676 will be closed starting Tuesday morning. While I-676 westbound is currently expected to remain open, closures are possible if circumstances require.
The secure zone within these closure points will be restricted to the public. Arch and Race Streets will remain closed for the duration of the event and until the area is cleared, which is anticipated to be on Wednesday.
Employees working within the secure zone can access their buildings via an entry point located at 7th and Arch Streets.
Eastbound access to the Ben Franklin Bridge from I-676 into New Jersey is scheduled to close after Tuesday rush hour for the debate. However, westbound lanes of the Ben Franklin Bridge into Philadelphia are expected to remain open at this time.
Additional temporary highway and street closures, including rolling road closures, may be implemented on Tuesday to address public safety needs and potential First Amendment demonstrations. Motorists should anticipate residual traffic delays on surrounding roads.
